Government reform

Nick has a longstanding interest in how to make government more effective and efficient. In 2002 he co-founded Reform, the independent think tank which aims to “set out a better way to deliver public services and economic prosperity”.

Nick chairs The Project for Modern Democracy, an independent, non-party think tank set up to promote more efficient government and good citizenship.  P4MD is a registered charity no. 1154924. Its formal aims are:

  1. The promotion of efficient government.

  2. The advancement of education to inform and contribute to overall public knowledge on issues of government, public administration and public service delivery.

  3. The promotion of civic responsibility and good citizenship for the public benefit.

P4MD's first project, GovernUp, was launched in 2014 to promote more effective and efficient government, with better economic and social outcomes for the British public.

In 2020 Nick led the Commission for Smart Government, a GovernUp project which brought together a high-level group of leaders from politics, public service and business to consider how to make government more effective. The Commission’s report, published in 2021, proved influential on subsequent policy recommendations by the Maude Review and the Institute for Government.
